Farley & Partners to Host 2024 California PSM Seminar

Partner Devon Downs is again hosting two California Process Safety Management (PSM) Seminars. Andrew Kong (Cal/OSHA Enforcement Statewide PSM Program Manager) will participate in both sessions. Kong will discuss recent Cal/OSHA enforcement, industry recognized and generally accepted good engineering practices (RAGAGEP) and other developments under California's refinery PSM standard (5189.1). In addition to the discussion led by Kong, firm attorneys will make presentations on the new U.S. Environmental Protection Agency (EPA) Risk Management Program (RMP) regulation, RMP inspections and enforcement, pressure relief device RAGAGEP, incident response, and developments at the U.S. Chemical Safety Board (CSB).
Meeting participants include attorneys, safety managers, and operational and technical subject matter experts. The first session will occur on September 9 in Torrance. The second session will be on September 10 in Concord.
Downs is a Chambers-ranked attorney who works with energy companies and chemical manufacturers on a wide range of process safety and workplace safety matters. She has played lead roles in the responses to major industrial incidents and often is her client’s point of contact with agencies such as the Occupational Safety and Health Administration (OSHA), the CSB, and the EPA. She also is well versed in state plan enforcement having advised clients in connection with over 50 refinery inspections in California. The 2024 PSM seminars represent the eighth year that Downs has coordinated the meetings.
According to Downs, the goal of the sessions is to bring together California regulators and representatives of California refiners and other companies in the process industries to discuss PSM and other workplace safety issues. "In our experience," said Downs, "it is essential to provide opportunities for the individuals charged with implementing safety regulations to hear directly from the regulators. We have hosted these seminars for many years and we are grateful that Mr. Kong has agreed to come to both sessions and share his perspective."
